How effective are voluntary corporate online privacy certification programs? Not very, as it turns out. An international advocacy group recently gave three leading online "seal" services failing grades for basic privacy protection.

This failure of self-regulation could lead to passage of online privacy legislation by Congress within the next year, fueled by public reaction to the release of databases into the open market as dot-com companies go belly-up.
